Grusch tells Rogan a 2004 study blamed contractor fraud, not panic, for UAP secrecy
Former intelligence official David Grusch told Joe Rogan on his podcast that a November 2004 study, commissioned under the Bush administration and overseen by then national security adviser Steve Hadley, found that fear of exposing federal contract fraud, not concern about public panic, was the real reason officials kept unidentified anomalous phenomena programmes secret. Grusch said the study was carried out at a federally funded research centre in Northern Virginia and concluded that contractors who won sole-source deals to study recovered material, then sold applications derived from it back to the government, risked exposure under federal acquisition rules. He said almost every scenario the study weighed came out more negative than positive for disclosure.
